Stop Yakking and Get Off This Net!

It will play the VOIP effects from BF2 when you start and stop talking, and plays filters over your voice when doing the following:
- On Ground
- In NoClip
- In Vehicle
- In WAC Helicopter (Entities prefixed with wac_hc_*)
- In WAC Plane (Entities prefixed with wac_pl_*)
