Remember good old tech group mechanic, when primitives stayed barbaric untill they go through tough and costly process of westernization?
This mod is attemp of synthesis between old tech groups and modern institution mechanics, in which we can still keep gameplay mechanics from institutions but keep it somewhat historically accurate as well.

Countries will now get penalties towards institution spread and embrasement costs depending on their tech groups - see numbers above.

yea, China and India still keep pretty good pace with tech. It is better though. I would say that the near east does worse than India unless it's run by the ottomans, which it often is.
