Sometimes, mods require other mods in order to function. If you look at this page, on the right hand side, there's a section that says, "Required Items".
In this case, the Item Spawner mode requires Vermintide Mod Framework and Penlight Lua Libraries. Other mods may require different ones or none at all.
Additionally, for a mod to properly load when they have requirements like this, the required mods might need to be loaded first so, on the priority list of mods, you may have to re-order them so that required items are loaded first. That's what Prop Joe means when he says to place dependency mods (mods which are required for this mod to work properly) above this one (Item Spawner).
I know this was a few months ago, but hope this helps.
I know progression's disabled on modded realm, this is for screenshots and stuff.
