Right now you seem to be copying what the makers of the game added to Torchlight1 to Torchlight2 in a VERY unbalanced matter.
That said, I can perfectly understand why you want these things back in game. And its nice for you to try and add them back.

I thought they shouldn´t drop anymore. Which would be great actually. If they dropped in the area between the starting point and the Enclave, ok, but beyonf that one of each kind is enough.
