you need:

wiremod
and
Collision Resizer (ENHANCED)

for this to work

place then unfreeze by looking at with physgun and pressing R

dupe description:

a robotic version of scp 682 that is incredably fast and strong and can even flip the hl2 jeep with how fast and strong he is.
