Community Highlander plugin for LW Mec as Sparks to make the SPARK items work with Community Highlander instead of TONS of Utility Items

Also patches LW Mec Armor to work with WOTC

Also patches to make BIT work properly with multiple different heavy weapons.

I believe the update to the highlander does not change the calls used by this mod.

@-bg- Is this up to date with all the Highlander updates and the Tactical Legacy Pack DLC?

When I assign a Spark to Engineering for repair, if it is a LW Mec class,
it doesn't repair completely, even when I get the motice tyhat the repairs
are complete. If it is the Spark class, it does repair completely.
