Increased the special forces limit considerably

03-17-2018 UPDATE:
Modified the mod. It should now work with other mods.

Changes:
Modified SPECIAL_FORCES_CAP_MIN from 24 -> 20000
Modified SPECIAL_FORCES_CAP_BASE from 0.05 -> 1

Updated. Sorry it took so long. I spent some hours dealing with the fact I had accidentally deleted it from my system and they re-syncing the mod.. And remembering how mods work. It's been a while
