TL DR; MECH BLUEPRINTS WORK AGAIN (10% Dupe chance instead of 90%)

An "as-of-now" currently working fix for 1.3.3's horrible mech blueprint chance, which by default gives you a 90(!) percent chance of seeing duplicate blueprints from the mech blueprints at times. This currently fixes it, but it will probably no longer work if something changes.

Credit to NekoDisc on Steam over at BigAssHunter's Mech Fix mod for supplying most of the code to fix this and saving me the time of trying to figure it out myself!

Would be great if you did, since some people are avoiding Frackin Universe nowadays. But permission to update it is always welcome too.

It doesn't need to anymore since 1.4 implemented a mech fix as well from what I've heard, although it isn't quite as good as this.

Also Frackin Universe has its own mech fix as well AND a new and much improved mech system, so I don't see myself really updating this since better (and officially supported) options now exist.
