But yeah they might have used a extra line of code to 'change' the sword when you dump it into the storage container.
It is only in the dream sequence that Sir Radzig's sword stop being a quest item, though it might be possible for you to loot Needle from some of the NPCs and enemies in the intro like the Cumen.
You could find one on the Bandits in the mill if you jump the wall during "Run!" Questline, I'm making a guide on that from my leftover screenshots just in case people asked.
Actually it's damage value isn't bad but it's not great either, 45 + 150% at maxed levels does make it underwhelming but most enemies die in 1-3 hits anyways if they are unarmored and armored enemies parries a lot.
