Press Ctrl+Shift+C to bring up the command prompt anytime during gameplay or furnish mode with few exceptions.

Because whether or not there's an effect it's still considered an in game cheat so it gets added.

Testing cheats like disable clothing filter requires you to go into
C:\Program Files (x86)\Steam\SteamApps\common\The Sims Medieval\GameData\Shared\NonPackaged\Ini then right click open on the command folder. Change the value of testing cheats to 1 instead of 0. Then testing cheats will be enabled therefore the disableclothingfilter and showallquests cheats and other testing cheats can be used.
