They will own Settlements, this has been confirmed.
On the bright side we're only 2-3 months away from Warhammer 3 where WoC can just occupy settlements themselves!
Though we most likely won't be able to play them until Immortal Empires releases.
At most its an attempt to make WoC a bit closer to how a later DLC race would be, though to be fair ive not messed with their base mechanics that much so they still play very much like they would without this mod.
You just have slightly more units, more techs, and some hopefully more choices as to which starting lord you pick though even i still think Archaeon is probably the best.
Any mod like "instant quest battles" or some such can and have messed up quests for me in the past.
Do a check of any mod that sounds like they use scripts and try turning them off, most of the time the quest will fire if given a turn with offending mod off.
Worst case scenario though you need to restart the campaign.
