Well, that was it. So someone had to fill that Streets of Rage villainess gap, and so here she is. Nora, the crooked cop who works for Mr. X and the Syndicate.

Three palettes represented.

Outfit 1: Nora, in red.
Outfit 2: Stiletto, in black.
Outfit 3: Queen, in off-white just barely a tinge of green colour in it, from the last level of Streets of Rage Remake.
Outfit 4: Nora again, but without the eye mask.
