Suspend the process in resource monitor

Open Task manager

First you will open task manager (press right mouse button on the taskbar then it will show up)
and go to the Performance Window then you will click on the Resource Monitor.

Suspend the process in resource monitor

Now find GTA5.exe and suspend the process for 15-20 seconds after that resume the process and you will find yourself in a empty public session! yes its that easy!!!
