I can with certainty say it's not caused by the map, since it's just a map and has no special programming to make such a change. It's more likely cause by a plugin you have installed which uses Lua scripts (even if you so happen to have just experienced it on this map so far). Or if there was a recent update to the game which broke NPCs, in which case it's out of my hands.
Try disabling all your plugins (except the map), restart the game and launch the map again and see if you still have the same problem. Or try this map which has the same design but with a 3D skybox and different spawn area: http://psteamcommunity.yuanyoumao.com/sharedfiles/filedetails/?id=432484761
I cant even do anything about it. So if you could fix this i would love to install this map again. But for now i just cant have it installed.

it's a special skybox called "painted" that lets you pick color, cloud texture and other things. Google for a gmod env_skypaint tutorial and you should be able to find all the info you need.
i want to make a flatgrass-style map but i need a decent skybox. Im using militia_hdr atm.
