ST AFA Federation AI Patch

描述
Updates the fantastic ST AFA Federation parts to properly work with X_AI_Ships automation. Adds missing crew requirements to parts that have crew locations but don't require crew to operate.

Fixes 15 federation parts that needed crew requirements added:
- Energy Systems: 3 warpcore variants
- Shields: Shield core (uses CombinedBatteryStorage)
- Weapons: 4 phaser systems + railgun_loader (special BuffOperational)
- Engines: 9 impulse/warpnacelle systems
- Rooms: Captain's room

Note: 7 parts already had proper crew requirements (4 torpedo launchers, dual phaser cannon, railgun_loader)

Hi does this work with the beta variants of the required st-afa mods for this. as these are more updated than the originals?

interesting. good work, a thing to note is the beta versions of stafa have that crew bug fixed :)
