WWII Soviet Faction - V's Edit

> Updated for v1.2.
- Belt-layer items (M73 Harness) are now of a new Webbing* layer, fixing the pink bug. *as per Combat Extended's layers

> Tweaks
- "Soviet Coat" movement speed penalty reduced, and is produced at tailoring benches rather than machining.
- "SN-42 Armour" is now of middle layer (like flak vests).
- Headgear rebalanced. (Hats have less armour and cheaper crafting, headgear only covers upper head)
- Hats can now be made on the electric tailoring bench, rather than only at the non-electric.
