Not saying it's your fault, maybe you could try queueing with a full premade group rather than solo queueing. That way you know exactly who your teammates are.. Not only that playing with the same people over a long time can also help you rank up faster.

Alternatively you could try browsing for servers closer to you

I'm not really super good at this though, so perhaps it's better you ask in the CSGO forum if anyone can offer you tips / want to play with you

Wanting to play with people who speak ones own language isn't something I personally would categorize as racist. Racism according to Merriam-Webster dictionary is

"a belief that race is the primary determinant of human traits and capacities and that racial differences produce an inherent superiority of a particular race "

I personally think it comes down to people finding it easier to communicate with others in their native tongue
