From what they tell me it isn't something that they've been able to automate, but it's about as easy as making a forums post. (Go to group page -> click make an announcement -> fill in title and description -> send)

Also yeah, this commenting stuff has been thoroughly ridiculous. Steam is so outdated when it comes to being a social network.
