Thanks for the Starfield graphics hints! I managed to isolate the frame drop issue to a possible issue with processor power being set too high, setting it to PL1/PL2 65W and running auto optimize in GeForce Experience fixed it. The power 'overhead' of a entry level laptop is not that great and running the CPU at 80W probably did not leave enough reserve for the RTX 3050Ti GPU to spool up to max 75W.

Starfield is the only game which somehow maxes CPU usage while staring at a single wall, no other game creates this power bottle neck.
