Clearly an unfortunately ideologically driven game, which is shown perfectly in the "events" that you get given even when you're on 0 emissions for practically.
Could had an interesting and nuanced take on the climate issue if it critically analysed all approach in tackling the climate question, like how the some of the best early industries (like solar panels) could lower your people counters like it does in real life to create those renewable..... Or maybe the creation of the matrix shouldn't lead to one of the seemingly good "victories".
I feel this game would be better from an informing standpoint if it added a material resource or maybe more costs associated with the seemingly "only good" options

But at the end of the day, it's a game.
Though it's an exceedingly bad one.

It has a decent aesthetic that fits it's educational vibe, I personally dislike it as it feels like a corporation is selling me something, lies.
Despite being a very bare bones game mechanically, there were a few bugs like going through the tutorial while the pause menu is up. Another could be the game just being made without thought, but some of the events made no sense to get, like anything related to the environment when 0 emissions were being made or when there's any public outrage or discontent when everything is literally perfect....
The game loop is honestly just quite boring after like 10th turn of the first run when you realise what you need to do to easily win....

Did I try hardcore: Yes
Did I win in hardcore: why would I want to play this game any longer when the late game is so boring it convinced me to finish an essay because I've now realised that I don't want to waste my time playing bad games.

I would never recommend anyone a shallow and bad game, of which this game is both, but I would also never recommend anything to someone that is trying clearly to scaremonger people into believing in certain things (like so called it's solutions for a climate crisis) without any nuance or fair representation.

If you want to learn about anything about energy production, carbon emissions, eco politics, search it up yourself and come up with your own conclusions, a global crisis is not so simple to the point where to can play a game and be informed.

It's not okay to sell lies, and that's why this game is free.
