For TDU2, there's a few tricks mentioned in the game's Steam forum to get it running well. But to get it to launch at all you actually just wait it out. Click yes to playing offline, then just wait about 60 seconds and that Play button will change from greyed-out to clickable. It tripped me up at first as well.
