Best Answer: Technically, no. Although her styles can be flamboyant to say the least, and Visual kei, musically can be any style (but it tends to be rock/metal), she hasn't associated herself with the genre (atleast that I know of).

I think the determining factor as to whether a band or artist is "visual kei" is the act of proclaiming yourself as such. There are many "visual kei" bands in Japan that wear more normal clothing than lady gaga, but they "say" they are.

Furthermore, if she said that she is, (more) Americans would be familiar with the genre, and discover some great music! :D
