This feature is present in most of the Object Oriented Languages such as C++ and Java. But C (not Object Oriented Language) doesn’t support this feature. However, one can achieve the similar functionality in C indirectly. One of the approach is as follows.

Yes, these are actually 2 different tracks, it is easy to get confused as they sound very similar, and both were released in 1999 - I actually got confused myself, back in 1999 when I got the Blue Nature version on a compilation, thinking there was an error on the tracklisting (which was actually correct).
I do not understand why this is mistakenly attributed to Tiesto - I remember the Mythos version being very succesful back in the day in my home country France, as well as the Blue Nature version being included in a number of famous compilation series such as Dream Dance or Future Trance. I thought more people would remember them...
