quick question, is there a way to set the desired level number on your steam badge? for example i was level 69 and by mistake i upgraded a badge and now im at a higher number badge. is there a way to revert it to the desired number that i want?

Hi my friend recently got hacked and unauthorized payments were made from a unknown card and then was refunded and his account ended up locked. We have been trying to get it unlocked but no luck steam support just auto cancels the tickets would you be able to help me with this?
