Well, I don't have any problems with lauching this game right now, but I had this one before too, and then somehow this problem was solved, I don't even know how did that happened, but I was trying to launch this game few times until it worked and somehow it did (BTW I was doing it in Windows 10). I don't know why it doesn't work on your computer, but I think you may have some issues in it.
