Clearly he isn't going through STM in order to try to scam unsuspecting noobs. Secondly, the message did not say what he has just said. The message was "I think this is fair." You have to select the Officer class when available, and then go up close to the other soldiers and press 'F' when it prompts: "Put Soldier in Squad." Once you have at lest one soldier in your sqaud then you can give commands using the number keys, which will be listed on the bottom right of the screen.
