If it was up to me my genius election system would be 2 elections. First election is like normal, except the top 2 vote getting parties advance to election 2. Then whichever party wins election 2 gets exactly half the seats, so they need to work with at least one other party but its still easy enough to get 1 vote. Remaining seats would be distributed from the results of the 1st.
