Of course but there is still the overwhelming population. Those that see the bad things done fear it and those that dont follow it. If those that fear it would be brave enough to take the risk of showing those that dont see it, maybe they could develop a resistance and end the totalitarian rule.

well hitler was out to create a utopian society, he did believe himself to be good and righteous and he believed the ones against him were evil so you can see that he is not purely evil, he is just a different perspective, not that it is good.
