This game is unfinished, buggy, and at first confusing. But underneath all of the bad UI and server ping issues is a somewhat fleshed out darkRP esque city survival sandbox. The main thing hurting this game the playerbase, it is marketed as a low poly gta and certainly you can play it like that for a few minutes and have some mindless fun killing and shooting stuff but the game does not have many deep polished features pertaining to driving or shooting making it stand out more and have much more promise as a role playing game but sadly the current playerbase just does not want to try and play the game or try to do anything other than kill people randomly and get shot by the NPC cops over and over again for some reason. This makes it hard for the players who want to be cops or drug dealers or pizza delivery guys or the mayor because there are no regular people in the city not breaking the law and dying over and over again. But when you do play the game with likeminded people the game is fine (for a experimental early-access game like this it could have been much worse) but lacks content in the long run you run out of things to do and some of the systems are a little lazy (like the wanted system and NPC cops like others have said). But I do have some hope for this game and I'm excited to see if it improves.
