I see, I will try to provide this source of hats as soon as possible, but might have difficulties since I've been too busy with school work.

Something like Mediafire, Google Drive, Dropbox, etc. should work as a download source. Just link it in the steam workshop page so other people can use them as well. If you guys need to send the hats to each other so that one of you can set up a folder with all the hats, Skype or Discord should suffice.

I wish to just drop them in my Duck Game files so that I can use them online and everyone can see as opposed to subscribing to the mod and making it so that I can only play with other people who have the same hat pack
