This is perfectly normal, for all males have one testicle that hangs lower than the other one. The majority of the time, the left one is known to hang lower, but the right one can hang lower also. The reason one testicle hangs lower than the other is to keep the testicles from being damaged when walking, running etc. Since the testicles aren't separated, they can easily hit each other inside the scrotal sacs, which can be painful. The reason they become the same size when you become aroused is because your erection pulls the extra skin that allows the testicle to hang lower is pulled up, thus pulling it up. Hope this helps.
