This game is a Post-post-apocalyptic Sci-Fi Western. It by far has the best lore and characters in the series both in the base game and the DLCs. The game explores themes of letting go, greed, faith, change, redemption, humanity to name a few. The gameplay is a product of it's time and can be seen as clunky, but can still be very fun as there is a vast array of builds and their respective weapons you can try out. Fun can be had with or without a plan, drift your way throughout the Mojave and there will be someone to encounter or an interesting location to find.

Fallout: New Vegas is rated the way it is for a reason. If you can get past the performance issues (can be remedied by the correct mods) you can experience one of the best RPGs ever made. Make sure to get the Ultimate Edition as it is the definitive experience, the DLCs elevate the game and are well worth paying a little extra for.

We had it really good in 2010 and this game is a shining example of that. I do not believe there will ever be an entry in the franchise that can rival NV from a story/lore standpoint.
