He needs to update it to gmod 13 i think. Gmod was updated to 13 on june 29th

Announcement: The reason the server isn't starting up is because of an engine incompatibility between TF2 and gmod. We're either going to have to wait for an update or delete the bin directory in TF2.

Chances are the database got corrupted. And wooty, in the good news, there's going to be an update soon for rp that lets you restrict tools to A. Superadmin, B. Admin, or C. Certain teams. We'll have some editing to do.
