Could it be the video card cause it to not load? Some of the video cards are not registered on the file, so it cold have been that.

Ok defragged the game and restarted steam still isnt working...... any thoughts

Right click it in the Games tab, go to Properties,Local Files tab and Defragment Cache FIles is at the bottom.
