Recommendations on what programming languages I should learn?

A few questions on how to begin
I thought I could begin my career in game design by making some old-school arcade-style indie games, but first I need to know how to actually start, and I'll really appreciate it if anyone can help me:

1. First off, I'll need the actual tools to design a game. I'm looking for something that supports sprite-based graphics (Preferrably with a limited palette-based color system like the ones in 8-bit / 16-bit games; not required, but will really help with making sprites) and can utilitize Steam Community for achievements, multiplayer, ect.. I'm not interested in using tools like Flash or Gamemaker, if that helps you get an idea of what I'm after.

2. I'm very interested in making my game feel like an authentic 90's arcade game, and to help with that, I'll also need some way of making music that sounds like a 16-bit game. I don't really know much about what software I'll need, however. The kind of music I want to shoot for is something like what you hear in QSound-based Capcom games or some Neo-Geo games like the Metal Slug series (Not like what you hear in Sega Genesis games).

3. Finally I'd like to know what you guys would like to see me make first. Here are a few different genres I got ideas for, and I'll be happy to elaborate on my ideas if you want:

Run-&-Gun - One of my favorite genres, and I'm really keen on making a run-&-gun game. One of the really good ideas I've got feels a little like Metal Slug, except much more over-the-top. (Think Ninja Baseball Batman-levels of over-the-top.) However, if you guys want any of these other genres more, I can postpone this and work on another game.

Puzzle - Something like Tetris, Bust-A-Move, Magical Drop, ect.. I've had an idea for a new, original game that sounds good on paper, but I can't be sure that it'll all work out until I actually make the game.

Platformer - I've had some ideas for a Strider-esque platformer, but keep in mind that if I do make this, I'm going to try to make it as hard as I possibly can. (It won't play like I Wanna Be The Guy or Super Meat Boy, in case you're sick of these kind of games)

Beat-'Em-Up - I got some ideas floating around, but if I get them together I can make something like a Capcom beat-'em-up, like Final Fight, The Punisher, or Cadillacs and Dinosaurs. I'm a little less keen on making a game in this genre, however, as programming the AI could be difficult, but I'll tackle it if you really want me to.

I also got ideas for a bullet hell shmup and a fighting game, but those are going to be pretty hard for a beginner developer like me. Thanks, I'll really appreciate it if anyone can help me

Recommendations on what programming languages I should learn?
I'm interested in creating old-school-style games and I want to make them as authentic as possible. I'm not exactly sure what programming languages I need to learn, and I want to try to learn the same ones that developers from the 80's/90's used in their games so that I don't make my games seem too advanced, in terms of technology. If anyone can give me pointers to what languages I should learn it would be really helpful.
Here are a few examples of what I want to design:
-Early to mid-90's style arcade games. Games like Street Fighter 2, Metal Slug, TMNT, DoDonPachi, ect. Pretty much anything that CPS / Neo-Geo is capable of handling. This is top priority since I have a crapload of ideas that fall within this category, from beat-'em-up to fighter to run-'n-gun to puzzle to shoot-'em-up to ect ect ect...
-NES games. I'm still interested in making that game based on NES hardware, but I'm still not exactly sure what language I need. I've heard that they used assembly language, but the way companies like LJN pushed out their terrible games suggest they used some other, easier language. (Unless they were smart enough to use assembly, in which case wow that's pretty sad)
-N64 games. With a childhood revolving around the N64 and its library of games, naturally I'd want to make a game based on its hardware if I'm going to make old-school games. Learning the language for this isn't much of a priority unless you want the N64 to finally get the RPG it deserves. I've heard somewhere that they used C but I'd like some confirmation on that.

Ive always wanted to make a game that makes the player feel sad and uncomfortable, a game where you cant win, I guess like Requiem for a Dream. It follows a main character who lives in a world of crime, sort of like GTA but not glorified. You are forced into situations where the outcome is always bad, no matter how much the player tries to be good. Example: you are forced to either shoot someone or die. In most games you shoot them and the game goes on, but in this you would be haunted by their death, by all the people you've hurt, how he was a good person in a bad situation, and you killed him. Now you have to live with that, or die trying.

Video games take death way too lightly, this game would make you cry. Music can also affect emotion a lot, something many games dont take advantage of. Music is so powerful.

Also it needs some good cinematography, there is quite a lack of good cinematography in video games.
Sounds like an interesting idea, but turning this it into a great game is going to be really, REALLY hard. I've seen way too many indie games that try to be deep or emotional but fail miserably as a game, and I wouldn't want to see that happen to this idea. For this you're gonna need to carefully design both the story and the gameplay so that players don't feel like they're given no freedom whatsoever, and so that it can keep players coming back no matter how depressing or punishing it gets -- both easier said than done. It could be safer to develop a more traditional game before trying to tackle something like this. I mean sure, games do take death too lightly, but for a good reason...
