When playing breakdown, what are the file priorities?

.pak
folders soft override .pak

then sandbox .pak?
then folder soft override sandbox .pak?

I ask because some mods don't seem to be working when I place them in the sandbox folder for breakdown.

I hope to start modding soon and I want to be sure I get my files to the right location to work with breakdowns unique "endless" game.
