MMO is an incomplete way to phrase it. This is an RPG, that is based online and can be played in either an F2P or "Campaign" fashion (a la Guild Wars).

The team behind (the excellent) Jagged Alliance Online is putting this together, and it looks incredibly promising. But it's certainly not Cyberpunk WoW, or anythihing like that.
