The Website referenced in that video does no longer exist. Just use Moddb, works confirmed and should be the only website still hosting the installer.

No idea which Youtube tutorial you mean. Downloading and installing from Moddb (https://www.moddb.com/mods/resistance-liberation/downloads/open-beta-16-full-installer) should fully suffice. Just make sure to download "Source SDK base 2007" from the steam-tools first.
