People can abuse someone's kindness in order to get what they desire most, as a result the person who was abused can be considered hurt, lost, and betayed. Many bitter people you might've seen were actually kind at one point, but stopped in order to make sure that they would never be abused again.

There are limitless possibilities for why could one not be ''kind''.
I'll just give a few examples to cut it short:

A person's surroundings; if they grew up beaten, abused, bullied by parents or lots of other people you can't really expect them to be that kind. They had it really rough and mostly are scared of what others would do to them.

Mental illnesses; such as anxiety, paranoia, antisocial personality disorder, depression. That kind of things that alter others own mind and feelings. I'm sure you get it.

Genetics; They play a huge role into this. Some people are just born assholes. For a great example, psychopaths and sociopaths, of coure not everyone is a born one but for some part there are ones born that way.

It's super easy to be mean to people because you don't have to waste energy on empathy or spend any effort not to offend anyone. It doesn't take any thinking to be a jerk.

It's easy to forgive and to tolerate jerks if you remember that they're just people who don't have the constitution to be KIND.

Not being kind is not evil, what if they are in a bad mood and want to be left alone? What if they are angry and accidentally lashes out their anger at you? Are they evil now?
