Running any razer apps/software? Stop/close/end - and even uninstall them. Razer is the common one, logitech and others can also count. Antivirus/security software are suspect as well. (yes, this link is old - more recently people have pointed at logitech, and other background softwares not specifically named - probably various usb/rgb things -.-, msconfig services instructions below 'helps' remove some of that for testing).

Open msconfig, services, hide ms services - disable the rest not R* related to rule them all out.
Also open startup tab / taskmanager - disable everything there too - apply/restart.

Yank ALL usb devices except kb/mouse.

And then firewall rules, is gtav/social club allowed/ so on-
