Yes it allows workers self-management, from what I know you were able to own property in Yugoslavia as long as it was not off the misery of others and small businesses were allowed to operate. I believe in person property but I think it's critical that the resources of a country (the means by which to create wealth) should be control by the working class.

The determining factor in analyzing the class nature of a society is not whether the means of production are the private property of the capitalist class or are state-owned, but whether the means of production are capital, that is, whether they are monopolized and alienated from the direct producers. The Soviet Government occupies in relation to the whole economic system the position which a capitalist occupies in relation to a single enterprise. Shachtman’s designation of the class nature of the Soviet Union as “bureaucratic state socialism” is an irrational expression behind which there exists the real economic relation of state-capitalist-exploiter to the propertyless exploited.

Syndicalism is geared more towards Workers unions running the means of production through cooperatives and confederations. Where Titoism is Federal, requires a vanguard party to run state industries at the same time allowing the proletariat to run worker cooperatives. I would say they have similarities, but they are definitely different.
