It would, but it'd be hard for someone to be able to see a list of names and think "Oh look, someone I know is in this group, it's actually active and has some names I know and would like to play games with, I should install Steam just to take part." We can count on everyone looking at the sticky, not so much the hardly visible comments in a Steam group.
