You can download the editor or edit the file manualy. Be sure to read carefully before changing configs.
Ive also stumbled upon some more workings to fix the lag:
1. After you start up Black Ops... CTRL+ALT+DEL and Set Priority to "steam" to Lowest Setting.
2. Open C:\Program Files\Steam\SteamApps\common\call of duty black ops\players\config_mp.cfg with Notepad or Wordpad.
3. Search for "snaps" and set to "30"
4. cl_maxpackets 100
5. com_maxfps 120 (Better Vid Card the higher this can be too high will lag, too low will lag. 120 works for my GeForce 8600GS)
6. Save and Exit.
Be sure to always backup anything you edit.
