To times I have had the problem where in the "take your turn" box it doesn't have the normal step 1 option of "Download game file". Instead starts with (what is normally step 2) "Create new hotseat game".

Is this a known bug. The first time I had it happen, a revert turn fixed it. But this time it has happened in the first turn of a game I have created, so that is not an option.

Advice appreciated.
