Public Service Announcement
If the game you created does not use the Scrambled Map packs, then that DLC should be unchecked when you create the game.

Not everybody owns the complete edition.

Good point. I am guessing as they are not tied to any CIV or Wonder, the below DLCs should always be unchecked when creating games for GMR (unless there is a specific reason to use them of course):

1) Explorer's Map Pack
2) Scrambled Continents Map Pack
3) Scrambled Nations Map Pack
4) Conquest of New World Deluxe (this might not matter as this scenario DLC came bundled with the Spain&Inca DLC)
