I was able to load the game itself that is waiting for tbuck09, so it doesn't appear to be a save file issue. If when he is loading it keeps unchecking G&K, it sounds like it isn't installed fully correctly - that is the typical symptom that occurs. What tbuck09 can do is go to his steam, right click on his Civ 5 installed game from within his library tab, select properties. Then, click on Local files tab, and then select "Verify integrity of game cache." It takes a bit o ftime, but it will install any missing files.
We have followed the steps you outlined, and everything is now working exactly as intended. Thank you for your quick, concise, and useful feedback. I will mark this issue as solved, but leave it up for anyone else that experiences the same problem.

That gmr game requires the following DLC to play (as they are not all included in the products - some are still required to be purchased separately). The common one for people to be missing is the Explorer's Map Pack, or Isabella's Spain and Pachacuti's Incan Empire.

You can cross reference if you have all of them by clicking on DLC on the main menu. It will list the ones you own, and ensure they are GREEN, indicating they are enabled (though, when you load the game, it should enable them for you automatically if you own them).
Also, when you highlight the save game to load, you can click on DLC on the left to see which DLC are required. The game shows Washington; however, this isn't your civ, that is the civ of the original host that created the game. I did confirm you are Rome, and your turn is next.
So, if you can check by clicking on DLC off of the main menu when Civ first loads, and confirm you see all of those listed above. if you are missing one, you would need to purchase it, or drop from that game and try a different one.
