How do we even start?
I have uploaded the file, on the very first turn, after I settled my city playing the Conquest of the New World DLC. After that, I had a friend join in, but he does not have the option to take his turn. I'm not even sure how I am supposed to load this save. Where do I open it and how do I submit my turn? I am using the client to try this, but even on the site I cannot submit my turn.

If you created your game on GMR as a "Scenario" game and uploaded the initial single player save file when creating the game then you're on the right track. After your friend joins the game on GMR you simply need to click the "Start" button on your game's details page then the game will show up in the client and you can play it normally.
