Starting a Game with Just AI

Is it possible to just do a single player game with the option of doing multiplayer?

Can I take any existing single player game and change it to hotseat game with GMR?

Kinda hard to explain but in essence I like to reserve the ability to have people join whilly nilly. The idea is that not all the games are awesome, so if I can weed out the ones that are and have my friends join late game, where we have the most fun then everyone will get more enjoyment out of it.

You can upload the save file to GMR and change it to hotseat at any point in time.

I mean, you don't need any prearranged settings for it. You can change the save game when you want. Just don't forget to name them properly after - you might mix them.
