Used the modloader 2 months ago. Private match sv_vac 0 and a special backup tool to revert my pc back to its state before i started modding. No vac ban :) so i can say its pritty safe as long as your carefull enough not to join a sv_vac 1 match.

When a hoster is starting a modded game, he will make an event.
Although, with 6 hosters it might not happen quite often.

To anyone who host mods once in a while, you are welcome to sign up as a Hoster.
