Since you've played Rust for 11 hours, it's likely that you've already has all of the card drops. Unless your account is limited, help page says cards don't drop for limited accounts.

Basically, to not be limited you have to spend $5+ directly on Steam store or fund the account.

The account idling is the one the Steam client is logged in to I presume.

You probably have library sharing enabled or something like that.

Idle master does not give you the cards, Steam gives you the cards. Steam gives you half a set per game, we can't change that.

The only way to get more cards is to buy more games or to buy cards or buy booster packs or to craft booster packs or Via Steam sale events.

I think they fixed it recently, it didn't work for my botalogical account for the first half of this year and the item value sorter often only seems to work in the morning.
